Blair Freeman is the owner’s representatives for this youth behavioral health and substance abuse clinic and youth residential treatment facility. Ground-up construction for this project will include a behavioral health clinic, three residential pods for 24 youth, classrooms, gym, fitness center, community space and outdoor recreational space. We coordinated with the teachers and educational consultants to make sure the classrooms where the youth would attend school Monday – Friday would fit the needs of students who have been through trauma. We have provided full owner’s representative services on the project from budget, to design, to construction, as well as provide capital campaign and operational support.

Blair Freeman was selected as the consultant for Iowa West’s Affordable Housing Initiative due to our expertise in project budgets and planning assistance. The project scope focuses on two different phases. Phase I consisted of doing some preliminary research on the Council Bluffs housing market and creating a draft of a toolkit that holds resources and information for development in the Council Bluffs community. Phase II consists of facilitation of funders and nonprofits to design and implement a new housing program. The goal of this project is to increase acquisition and preservation to support more affordable housing in Council Bluffs.

Phase II of this project will consist of a 102-unit 4-story multifamily apartment building with a fitness center and community space. There will also be a daycare component of this project.

Additionally, we are supporting a marketing and communications effort to attract new developers to the area and establishing both short-term and long-term fundraising objectives to support the city's growth and development. Through this partnership, we seek to foster a thriving, well-organized community with a sustainable and prosperous future.

Additional upgrades include restroom renovations, installation of ADA-compliant ramps, and waterproofing measures. As the Owner’s Representative, we will be engaged throughout the project and oversee the construction process.

During Phase I Blair Freeman assisted with an application process, ensuring all materials are reviewed, tracking requirements were met, and financial feasibility was assessed, including preliminary cost estimates and schedules.
Phase II will involve engaging and managing a General Contractor, overseeing environmental studies, coordinating project schedules, and facilitating design and construction meetings. Additionally, this phase will handle budgeting, contractor coordination, comprehensive project management, financial oversight, and on-site construction supervision.

The Eastern Nebraska Community Action Partnership (ENCAP) has been operating in a 1,000 SF facility for the past 13 years. In early 2023, Blair Freeman was selected as the Owner Representative to lead the expansion and renovation of an existing building, that is currently used as a library.
After the renovation, the building will increase its capacity from 1,000 SF to 22,500 SF to allow for expanded services. Blair Freeman oversees the design and construction, moving the client's vision forward.
